Summer Analyst Recruiting Amid "Job Cuts"

The article above mentions how Barclays plans to eliminate 7,000 jobs in their IB division by 2016. With that said, they are still heavily recruiting for IB (IB, S&T, ER, etc.) summer analyst positions. How does this play out? Are they simply lowering the number of SA's they extend offers to or are higher level employees the ones at risk, not junior/incoming? Trying to weigh in these types of decisions during this recruiting season.
