Thoughts on Middle East Recruitment Timeline?

In my interactions with recruitment from this region, the entire recruitment process tends to be really drawn out. They often have 4-5 interviews scheduled every 1-2 weeks (or longer) which can take about 2-3 months from end to end. The US counterpart has a 2-3 week process with multiple interviews in a given day. Even the HR 30-minute chat is often scheduled 2 weeks out from the confirmation.

In addition, they often hire for near immediate start dates (they do not hire 8-12 months early even at the new grad levels). Often, the trend I've seen is that they would interview between May to July for a September start. 

Meanwhile, NA firms hire 2-3 months before start at the earliest and 12 months out at the latest. 

Has this been the case with others that have recruited for consulting firms in the Middle East?
