Waiting Until 3rd year to recruit

I will soon be a full time analyst at a BB (JPM, Citi, GS) that offers a third year internal transfer program that allows me to pick my city and group during a third year, if I were to choose to stay. Would it be possible to recruit out of that group during my 3rd year if I think that group leaves me with more desirable exit opportunities rather than recruiting during 1st or 2nd year and then transferring? Any help is appreciated, especially from someone that has gone through this process.
