What to do next? More cold emails?

Hi everyone,
I am kinda hitting roadblocks in my efforts and wanted some fresh piece of advice.

I am an international working on H1B in an Ops IT related job function currently. Been trying to move into ER. Also have passed 2 levels of CFA and 2 years out of undergrad this December.

I tried applying for a few jobs but saw that many weren't for non-US citizens and decided to focus more on cold emailing. I made a list of 100+ people at firms I knew hired H1Bs and got something like a 10-15% return rate. Most of those didnt turn into something susbtantial.

Now I am running through LinkedIn search to email more people but I am not sure what strategy to take. I know that BBs hire h1Bs and have emailed ER analysts from them but now I am wondering how to target what firms/people to cold email. Was wondering if anyone here has gone through this before or has any helpful advice.
