what are they asking you in the secondary phone interviews? normally after your in persons tha would be the final. It's pretty obvious you arent their first choice though
Are you in New York or London? I wouldn't read too much into it as I went through something similar recently. The process is longer for experienced hires and sometimes the people with sign-off are a nightmare to get around a table to discuss! These processes can take 2.5/3 months sometimes. Some banks are slower (like GS).

I had follow-up phone interviews (2 or 3 separate calls, can't remember exactly as I had 2 or 3 before in-person as well) after my in-person interviews, which consisted of meeting with 3 MDs and a VP. The group I was interviewing for had a lot of interaction with other offices so it seemed like they wanted the whole region to get in on the interview process. I'd say your experience is moving a tad bit slower than normal but nothing too alarming.
This to all my hatin' folks seeing me getting guac right now..
It can take a long time, and you may hear nothing in the interim. They may be unsure about whether they really need to fill the spot, may be hoping for another candidate, or may be too busy/disorganized to get around to hiring you. The busiest groups often have the least time to hire the extra manpower they need.
