1-3 Years Experience=Entry Level?

Do you guys think it's a waste of time applying to positions that want 1-3 years experience if you're looking for an entry level position? I've been able to land an interview before but not without reaching out to an one of the Managing Partners at the firm (who I really had nothing in common with but he still pushed it through). I haven't really done this enough times to get a good sample size though.
