Are Bonuses Sector Specific?

Do bonuses have anything to do with how "hot" the sector you are working in is or is it more related to the overall profitability to the firm?

For example, if you worked in IB or ER at a BB specializing in tech companies during 1999 bubble, how did your bonus compare to guys covering utilities?
