Automated Payment Transaction Tax

Just found this tax proposal that is quite interesting and different. I like the general idea (broader base) and the very low rate. My first thought was that it could be criticised in the same way financial transaction taxes have been, although I think that can be easily dismissed when you compare the rates and intentions (which are political in Europe).

However, I can't help but feel there must be something obviously wrong with it (for example, that it is so low that it could be increased and used as a justification to further expand government). Pretty much no one has talked about it, judging by my quick Googling.
