fyi: muni documents are called official statement, not prospectus...so i would expect he means non-gov bonds.

find out when it was issued and look at the next 10-Q or 10-K -- should be attached. Also may be included in an 8-K from announcement of issue close
you're wrong; 95% of the time a bond prospectus or indenture will be filed as a 424B2 (or 424B5) or an 8-K.
