What the fuck, where do you live? 2005?
Honestly I have no real answer to this apart from get unlimited data SIM plan and hotspot. You may be able to get a dongle that attaches to your PC via USB that basically does this but doesn't need the phone. I have no idea whether we have these in the UK because I've never seen anyone use/need one but they have them in developing countries I've been to. Think they're called WiFi dongles or something.
