Nearly everyone in a fraternity is a bro but there are also many bros who are not in a fraternity. They often wear a rugby shirt and a baseball cap. It is not uncommon for them to have spiked hair with frosted tips.

Agree with everything said above, but recognize a bro is really just one sub-type of a douchebag. Maybe a bro is really like a proto-douchebag who hasn't really become a full grown douche.
There are plenty of douchebags who are NOT bros. For example, one of the more senior guys in my group is a complete idiot and no one in the group has any respect for him. He complains incessantly. He loves staffing pitches on Friday at 6, even when he knew about the pitch 2 days earlier. And then he goes off on wild tangents about how sweet things were when he was an Associate.
That is a full-blown douche with no bro qualities about him. But I bet he thought he was a bro 15 years ago.
