Competitors not following regulation, Report or not to report?

I'm looking to start a business in a sector and have recently been trying out the competitors' products. Upon further diligence, it seems that NONE of the competitors have been following industry licensing or safety regulations. Here I am faced with 2 options:

  1. Report their asses at the peak of business to disrupt as much as possible when I hit the scene. Face cost of regulation and willingly face higher expenses.

  2. Don't report, do what they do, ignore regulations. High margins but someone else might might pull option #1 on the industry.

Anyone been in a similar situation? How did you resolve it?
