Do you just want to have roommates? For $1500, you can get a pretty spacious 1bd (maybe even a 2bd in less nice buildings) in the Heights, Montrose, Rice Military, all of which would be 15 minutes from downtown.
^ even with $800-1000 a month if you get a roommate or two you can get a nice Townhouse 15 min from downtown like 2 or 3 bed, 2+ bath 2000+ sqft. In good areas like east downtown, midtown, montrose, heights.
I think you might be overestimating Houston rent prices
