How would you run the hiring process?

I was reading this article about how someone figured out a way to hire their ideal candidate. They mentioned some weird stuff like personality tests (which I think aren't very useful) or focusing only on proven track record (not potential).

Many of us are or hope to be on the other side of the table when it comes to hiring - the side where you call the shots. What would you do to make sure you were hiring the right candidate?

Take the non-target with relevant experience and a 3.8 or rather the target with a 4.0 who you think can be something great in the future? Do you make them jump through hoops to see who really wants the job or do you try to make the process as painless as possible to attract top talent?

Or do you force your candidates to take an online myers briggs test and send you the results before you even talk to them? Because I've totally never had that happen to me...
