Is pet insurance worth it?

I got coverage for my kitten for $28/month but it only covers emergencies. “Wellness” visits like vaccinations, spaying are not even covered. $250 deductible plus, 70% reimbursement, and most importantly I think there is a $7,00 maximum annual benefit.

I can handle an unexpected 7k vet bill using savings or credit markets.

Do you have pet insurance? Is it worth it? Have you ever bothered to model it?
