Pre 9/11, would any of us even think to increase airport security with a threat of terrorist attacks? If anything, they were probably just planning on something small like the 1993 WTC car bombing.

 

Not excusing the incompetence, but saying that Bin Laden was going to attack doesn't do too much unless you have a date and/or mode of attack.

Not to mention the identities of his accomplices, since we can't exactly profile every single Muslim who crosses the border.

The CIA and Homeland Security might disagree with you there....

In hindsight it is of course very easy to say what should have been done different. But I guess the CIA and Homeland Security always have several dozens of potential threads identified and it is very hard to assess the severity of each and every one.
