After a month, all of them were called. The king looked at all of the plants but announced the girl with empty pot as the queen of the empire. Why?

I don't like this teaser because there are multiple answers that could be correct. Maybe the seeds were all defective and the king values honesty, maybe none of the seeds were defective and the king values out-of-the-box thinking (no pun intended), or maybe exactly one seed was defective and the king values random chance/fate/will of the gods.
