When should we end the quarantine, and if so, how?

Submitted for your consideration, two videos of physicians in California discussing the quarantine in non-political terms. The TLDR: the quarantine was a great move when faced with an unknown and highly contagious novel virus. However the doctors present new data on how COVID may be far less lethal than originally believed.

Are they wrong? Is their data flawed or their conclusions questionable? Is the medical consensus correct that we must keep up quarantine for a long time to come?

If one goes along with their premise, then what is the right way to open up the economy? What are the precautions one might take when opening up? One example - of Norway vs. Sweden - was raised. Norway opened up while requiring citizens to wear masks and maintain social distancing and opening up essential parts of society first. How would one open up our densest cities, like SF and NYC? What are the step-by-step plans we should consider?
