Brazil has unfinished infrastructure, possible price gouging, underdeveloped human capital (a lot of their prostitutes have had to learn English in preparation for their new customers) and civil unrest in major metro areas.

The problems that you mentioned concerning Brazil also apply to Russia. Hopefully the Winter Olympics will be an embarassment for Vlad the Impaler.
Currently living in Brazil and excited to see how this one will play out. My guess is the major gangs will make a deal with the local government to halt major crime in exchange for their right to continue selling their drugs freely, which has been done in the past for major world events.
The large cities will be fine, but I think there will be some real logistic nightmares in the smaller cities. The lack of English across the board will affect every unsuspecting tourist the minute they get in an airport cab.
Brazil is going be crazy. World Cup draws people from across the globe. I see tons of partying going on during the World Cup. If you do go to the World Cup bring a shot of penicillin.
