The **** is this? We have this thing in the UK, if you see a crime that you like errr, call the police and let someone trained handle it. Google stopping a crime on your own and see how many police say to not intervene....

...did you read the article? The program is focused exclusively on addressing the sexual climate; it's about telling students to not let their drunk friends do stupid things or get taken advantage of in a frat house, not about stopping muggings on the street, Batman-style.
