Is Citi Commercial Bank Dev Program competitive?

Citi is recruiting at UT for a position in Houston... Considering the minimum GPA is only 3.0, can I assume that anyone with a decent GPA and is not a complete failure can walk in and get an offer?
I want a job in Houston, and this a back-up. Do I actually have to put effort into getting this offer?
