"Decent chance" - no, BUT you can always hustle!
I saw a fair amount of Boston and SF buyside firms recruiting IB analysts from Chicago, but not as much LA (though there were 1 or 2 guys I know that did make it out to LA). LMM to megafund or upper MM not likely to happen though.
So I’ll have a much better shot to work in LA PE if I work in LA IB?
