Applying for new jobs after being at a company for 4 months: Seeking advice

So I'm wanting to switch companies as well as move back to NY or LA for several reasons. I know it's not going to look great after being at my current company for 4 months. Ideally I finish out the year, but a couple of solid opportunities have popped up. I'm wondering if anyone has advice for what to say on my cover letter? Do I explain why I want to leave my current company in the cover letter or don't bother? I'm sure it will be asked either way in the interview. And wondering if anyone else has left a company in 6 months or less and what the interviews were like. Thanks.
