Best Market to Break in coming from Non-Target

Graduating soon from a Non-Target school, currently total GPA is around 2.75 but I was an engineering major, my current Major GPA is a 3.8, any advice for what market or city I should try to look for a job or internship? Currently located in Texas but willing to move anywhere in US, also willing to put career ahead of social life for a few years to earn some respect.
