Graduating soon from a Non-Target school, currently total GPA is around 2.75 but I was an engineering major, my current Major GPA is a 3.8, any advice for what market or city I should try to look for a job or internship? Currently located in Texas but willing to move anywhere in US, also willing to put career ahead of social life for a few years to earn some respect.

Career Resources
Texas is a great place to be for CRE, Dallas is probably your best bet.
I would focus on somewhere you want to live long term and go from there, networking will be your best way into a job since the GPA won't open any doors.
The best market is one you have connections to or a natural story for why you are there. If that doesn't apply to any market, pick any major city that looks appealing and go.
