Education Real Estate Exit Strategy

I've recently come to learn a little about the business of private schools and realized they are some of the most resilient incomer earners. The catch is, they need to justify to the local government that there is a need for a private school in the neighbourhood and how it'll benefit the area. Furthermore, even if the school is for-profit, they can't use the funds for anything other than reinvesting in the school facility or for opening more schools. I'm sure laws around for-profit schools are different everywhere, but in the situation that I described above, how would the school operator exit their investment?
