I’ve spoken to a few of the largest GCs in TX for my TX project and the common theme I’ve heard is concrete has gone down by $4-5. This is for a high rise.

Yes, just rebid a project that's been on hold and had costs come down from the earlier bid. Some material prices came down and more subcontractors bid the job. GC said subs are showing signs of lighter workloads for the first time in years.
