Target Bonus almost means, unless you really mess up or the firm is in some serious default we can't pay you. It's more a discretionary bonus. 

It's a way a firm can say hey good job without actually having to give you anything extra. They've already written bonuses and bonus structure into their accounting. 

Don't get me wrong it's nice getting that 20-50k in like March. 

 

At my company, if you don’t make your target bonus, it’s time to look for a new job.

 

Hah.  But no one ever seems to think they shouldn't get their bonus when their team underperforms.

It's human nature, I know... but from my experience, it's always someone else's fault and my colleagues always deserve their full bonus, at least in their opinion!
