Market Comps w/ different economies of scale

Hey Guys,

this question been on my mind for quite a while. at the most basic level. say i have a building with 200 units and one with 50 units.

200 unit building permit fees come out to 15k per door

50 unit building permit fees come out to 28k per door

all else equal it comes down to economies of scale

If I wanted to use these to as comps to make assumptions for my 100 unit property, how would I go about adjusting each comp. Ive been adjusting like you would when comparing sales comps, but i want a more objective way if possible
