Messaging recruiters?

Sorry if this is extremely obvious, but is it a normal expectation that if you are actively looking for a job, that you hit up the recruiter? I know that oftentimes the recruiters will come to you, but in the case that there’s a specific one you want to interact with, is it fairly standard for you to reach out to them and just let them know you’re in the market for a new role? Had one who messaged me a year or so ago, and at that time I was not looking, considering reaching back out. Thanks!
