Purchase Option

Looking for anyone who may have seen or done something similar to this.

There’s a small parcel next to a substantial proposed development and this piece of land will be highly desirable to whoever is awarded the neighboring development deal. I have "insider" information on the development that is going to take place as well as a relationship with the owner of the small parcel - I also have the ability to enter into an agreement with the owner of the small parcel before the development is made public / before owner would recognize value appreciation potential. That being said, I was thinking of placing an option to purchase the small parcel with intention of either (1) selling purchase option to developer at a premium, or (2) entering into a contract to sell this parcel to developer.  

If you have been involved in a similar strategy and could provide insight into the mechanics of pulling something like this off, commentary would be very appreciated.
