Generalizing just about anything in real estate is not wise or accurate, and the nature, work culture, and overall work experience of development firms is no exception.
Yes, some devcos have "horrible culture" and some have great culture. All depends on the ownership/management and the nature of the firm and people they hire. This cannot be generalized.
Will say, development can be a very stressful business, with lots of stuff happening daily that can negatively effect project profitability or firm profitability that is often very outside of the direct control of the developer. Stress and bad days can lead to "horrible culture" if ownership/management puts that "down" on staff, that is probably the 'truth' to what you hear.
Note, I have never worked in LIHTC, so this is not specific to that (just noting since you asked).
