Real estate Model

Hello, I am trying to learn real estate modelling, I came across this model, I understand most of it bar 1 point.

I am failing to understand 1 part of there answer as follows:

Cell D16 and M23:

Why is the estimated value of sale "Cell D16" a plug in figure instead of a direct link with M23, Moreover If I put "0" in "cell D16" it wont calculate the growth on property value. Should it not not be the reverse i.e. I derive the value of sale from Cell M23 to look like this D16=M23?

They have assumed it to double in 10 years which is a fair assumption i guess.
