SWFs / GIC: Why Minority Stakes?

Hi guys - I'm wondering why SWFs like GIC tend to take minority stakes in acquisitions of portfolios / JVs (i.e. 49%). Thought it may have been FIRPTA related, but seeing they do this outside the U.S. as well so must be restrictive on the Singaporean side? 

Trying to understand if this is a tax, legal issue, and what regulation it might be due to specifically. Any info relating to GIC in particular would be helpful.
