I'm currently looking into a small business idea for some side income (if there is interest) and curious to know if there are any national (regional too) community forums out there in the US for small time "mom and pop" type investors that are undergoing residential redevelopments/investments?

Biggerpockets is probably going to be the best bang for your buck. There’s also a sub Reddit r/realestateinvesting There’s some good info on that subreddit. Just be forewarned they can be somewhat of a Debbie downer crowd.
