The terms overlap - by definition, an appraiser is defined in USPAP as one who is expected to perform valuation services competently and in a manner that is independent, impartial and objective.

There is, however, a difference between an appraisal and an evaluation. People at my bank constantly refer to evaluations as valuations. A valuation could be either an appraisal or an evaluation depending on the scope of work of the assignment. I don't know if that is what is happening on your end, but that could explain some of the confusion.
