Which city has the most road and concrete repair shops?
I need to know the answer urgently. Which city areas have the most of these kinds of businesses? How would I go about finding the answer to this?

one idea is go figure out if there is a SIC code for road and concrete repair shops then go to a database like atozdatabases that you can get access to with a public library card then search the database for companies that fall under that SIC code and filter through each of the largest cities in the US. might not work because I don't know if they will get so specific as having a category for road and concrete shops
another idea is try and find a list of cities with the most roads/sidewalks, or list of cities with the most concrete... worth a shot
I remember a system called DatabaseUSA (or something like this), you can search for businesses by type (SIC/NAICS code). Really I think there are many data providers that sell this for marketing purposes.

Yeah, it felt weird wording it because I'm looking for a very specific thing. Not companies that do the large scale work of paving new roads, but instead make small repairs.

A local street is owned and maintained by the city or county. Freeway usually the state department of transport. They usually bid out projects to any local paving contractor. Just look at any public works project. You can email the public works department.
