Who to approach when starting a hard money fund?

I've been working in Debt placement for a while. I've been decently successful, and now I'd prefer to operate my own fund.

Should I become a correspondent lender first?

Should I obtain a credit line from a bank, and relend it?

Anyone have any ideas on where to locate investors where you're looking to raise a $20 million fund?

Thanks
