Cover Letter & Resume Formatting Consistency

Does the formatting of the cover letter and resume need to be 100% consistent with regards to margin size, font size, and line-spacing?

I'm thinking about bumping up line-spacing to 1.15, font size from 10pt to 11-12pt, and margins back to 1" on each side for better reading. If the cover letter and resume are attached as a single PDF, though, I'm afraid the inconsistent formatting will be off-putting.
