Named Scholarship Question

Hello apes,

So I technically receive a named 'scholarship' from my school, but this scholarship is given to students from my state who attend my school and come from a certain background. Is it worth including "John A. Doe scholarship recipient" on the resume? If so, should I indicate that it's not really merit-based or just list the name of the scholarship and leave it at that? It's essentially just a financial aid grant, but it is called a scholarship on my financial aid portal.
