OTPP Cover Letter?

I am currently in the process of applying to OTPP's Summer 2026 intern program (Toronto). In the application, they requested a resume and transcript but did not ask for a cover letter. I wanted to know whether it would be appropriate to submit one anyway. I have networked with over a dozen employees, including a few within the group I am targeting, and I want to make that apparent. Would submitting a cover letter help, or could it potentially hurt my chances? I understand that a strong cover letter may not add much, but a poor one could negatively impact my application. I would appreciate any general advice or to hear people's perspective who have had something similar.

Otpp has you do a video recording after you apply so I’d personally say no cover letter but then use the video portion to flex your networking
