I don't need to debate, just try submitting your resume with a picture a couple of times; I guarantee you will get nowhere with those firms. I don't mean to be rude, it's just true. Look at the WSO resume guide for good advice if you're building your resume right now.

Common in some countries. Not common and has downside in U.S.
Just put your picture chances are you can get cut only for that reason.

I don't know why this isn't common knowledge. With the anti-discrimination and equal opportunity legislation from the 1970s it is illegal for the employer to ask for a photo. That's why everyone in HR knows to immediately throw a CV with picture in the bin. BTW the first Google result is this: 'According to the U.S. Equal Employment Opportunity Commission, asking for a photograph before you're offered a job falls under its Prohibited Employment Policies/Practices: “Employers should not ask for a photograph of an applicant."'
Edit: In case this isn't clear, HR will not look at an application with picture for fear of being sued by the applicant for discrimination ("They didn't give me an offer because of my looks")
As someone who's reviewed resumes, I think it would be helpful. I'd rather scan linkedin profiles than a sheet of paper
No. Comes off as if you were trying to win the job with your appearance. If you want your face to be seen that much just add your LinkedIn URL.
If you’re asking, you are probably from France. They do that shit there. In English-speaking countries however you can get disqualified because of that.
For what it's worth, I had an APAC BB superday and they asked for my photo.
Do what ever you like, but I'd say that's a no. People will look you up on LInkedIn, more than sufficient. I'd use a professional headshot, not party photo with friend cropped out (not classy). Follow industry norm, there are some trends not worth bucking. Nothing to convince.
