I would hope most people could figure this out on their own. My analyst manager recently reviewed a resume that had a 3.17 (our firm has a 3.2 min) but great resume otherwise. Our analyst manager said "Ironically this kid isn't getting dinged because he falls just below our minimum, but because we would never hire someone stupid enough not to round up their GPA."
Given his reaction, your manager doesn't exactly sound like the brightest crayon in the box either.
That was my reaction when I first met him as well, but he is actually one of the smartest people I've ever met. He's just an asshole
