Do you just attach a CV and cover letter in one PDF or do you just not submit a cover letter? I've noticed a number of career sites don't have the option i.e. GS being a notable one.

I usually just submit it instead of the resume, that way they have to read it
I've never submitted one unless explicitly asked.
If there's no place to submit it, it's because they don't want to see it. If it's optional, always submit one. Pretty simple
