So lets say I go to an upper-tier LAC (Amherst/Pomona/Middlebury), but have an internship "more prestigious" than my education would suggest. Let's say Citadel Fundamental L/S equity for argument's sake.
Would you suggest putting work experience ahead of Education on a resume? I know it is not common practice, but just wondering as it may be catchier than Education.

Should be fine to start with internship - make sure its catchy when describing what you worked on
As a college student, the standard is to start with your education first. I think they will look at your experience (at least to the first experience listed) anyway so you should not worry about it.
Moreover, the schools you mention are great (target or semi-target), so no need to hide!
School is a pass/fail type of thing. Do you go to a school we target ok I keep looking, you don’t you’re out. But then say someone from one of the “worse” targeted schools with good work exp will always beat someone with poor work exp from a “top” target.
