Are outlook recommendations taken seriously?

One of my recommenders has an outlook account. The bank(bb) we worked at is now defunct in my country, which is a developing country and they only closed the operations here because of loss and foreign banks are closing their branches here because of the bad economy. My recommenders has a consulting start up and doesn't have an official account or website yet, there are like only 2 guys working at the start up. But we worked very closely at the bank and he knows me very well. He also has a LinkedIn if that helps.so my question is do msf adcoms take outlook recommendations seriously?
