Friend wants to break into IB from Chico State. How realistic is that?

My friend is dead set on getting into investment banking, but he’s at Chico State. I’m trying to be supportive, but also realistic with him. He’s super motivated, but obviously Chico isn’t a target or even close to being a semi-target school. Is there actually a path from a place like that? Have people made it from similar non-targets, or is he pretty much cooked unless he networks like crazy and gets lucky? And yes, this is really about my friend, not one of those “my friend” posts. Appreciate any advice I can pass along.
