HES vs State Schools vs Community College

I fully understand Harvard Extension is a non-target and completely meaningless to get a top job. Infact I am assuming it likely will hurt your chances versus any random state school. Is this a safe assumption?

How does Harvard Extension actually rank after decent state schools like UCLA or U Michigan? Compared to lesser state schools like Oregon State or other non-targets?

Am I still overvaluing Harvard Extension? Is it really community college/University of Phoenix garbage level?

Are non-WS jobs still an option for HES students?

I do not go or plan on going to HES I just was asked by a friend of mine for an evaluation.
