Yes. If you were just born in Africa but moved to the states as a baby it is not going to matter, but if you made it from a small village in Kenia without running water to a great job in Cape town or even New York/London, you will for sure get a strong look even without a 700+ GMAT. If you are from a rich family in south Africa and never left your gated community, it won't help as much/ at all...
