Penn State vs. Hofstra Vs. Bryant

Was a mid high school student and these are my options.

I was admitted as a public policy major as Penn State which means I would have to start at a non-flagship campus and than apply to Smeal after 1-2 semesters, rejection to Smeal from these campuses is very likely I've been told, however if I could get in this would be my only option were I would be comfortable not transferring.

Hofstra, as far as my research as brought me is only advantageous because of it's proximity to NYC which could help with networking.

Bryant is what I am leaning towards now as regionally it does not have a bad rep, I've also spoken which a few alum who were able to get into strategy consulting (albeit after a few years at big 4s or non consultant positions at BCG, Accenture, etc.) Bryant also has a nice pathway were (upon meeting prerequisites) students can be directly enrolled into Widger Law School at Villanova which could be a good back up plan if transferring doesn't work out. 

Ideally I want to end up working at an MBB, I know to have really any shot of doing such I would need to transfer. Would transferring to a school such as Cornell, USC, Vandy, or WashU be possible from such institutions be possible? I've heard conflicting opinions on transferring to targets from a non-target. Are there other schools which could be transfer friendly that offer opportunities for MBB or other Strategy positions?

All schools would cost roughly the same at about 30k a piece, the cost is a decently sized investment for my family but not crippling which is why i've ruled out the non-flagships state schools and communities that I could go to.
