Where are you based at the moment?
Go to Vancouver. St Gallen is small, sleepy, and boring. It's ok to study there for a degree due to the strong brand name of the school in Europe but since you are there for summer school it doesn't really matter. If it was UZH or ETH in Zurich then yes, but St. Gallen isn't the place where you want to spend your summer. Vancouver has much more to offer and is a pretty nice city with nice climate and has the ocean and mountains nearby. So, unless you are from the US, I would definitely pick Vancouver..
You will have more fun in Vancouver for sure. My friend used to live there and she had a great time. Plus I'd just imagine that there's more to do in Canada...Vancouver is pretty expensive (one of the highest in Canada) but you're comparing it to Switzerland so its a pretty moot point.
From your spelling, I'm guessing you're European? Definitely go to Vancouver then.
